“Known for its rich history, vibrant cultures and stunning geographic diversity, new Mexico is the ‘Land of Enchantment,’” said Mickey Barnett, vice chairman, Board of Governors. “Today, the Postal Service is proud and honored to create this lasting tribute to new Mexico through the issuance of this commemorative stamp.”

Barnett dedicated the stamp today at the new Mexico History Museum in Santa Fe.

Joining Barnett were: Susana Martinez, governor, State of new Mexico; David Coss, mayor of Santa Fe; Edward Romero, former United States Ambassador, Spain and Andorra; Veronica Gonzales, secretary of Cultural Affairs, state of new Mexico; Marie Therese Dominguez, vice president, Government Relations and Public Policy, U.S. Postal Service; and Richard Sheaff, art director.

The stamp art shows a landscape in northern new Mexico, about 65 miles northwest of Albuquerque. In this sweeping view of the high desert, junipers and pinon pines grow in the foreground. In the middle distance, the Rio Puerco courses through an arroyo, while in the background, two peaks known as Cerro de Santa Clara and Cerro de Guadalupe are silhouetted against a vast sky.

When Spanish missionaries arrived in present-day new Mexico in the 1500s, they found a region already settled by Pueblo and Navajo people. The flags of both Spain and Mexico flew over the land before it became American soil. Northern new Mexico was ceded to the U.S. in 1848 at the end of the U.S.-Mexican War. two years later, Congress established the new Mexico Territory. English-speaking cattle ranchers, cowboys, and miners mingled with the earlier Native American and Hispanic residents to create the unique cultural diversity that characterizes new Mexico today. Even after it became a state in 1912, new Mexico retained much of its frontier and old Mexico flavor, and Spanish and English are both widely spoken.

THE planned closure of Colwyn Bay police station has been officially opposed by Conwy County Council.

Cabinet members at Bodlondeb rubber-stamped their opposition to the proposals in the form of a letter which has been sent to North Wales Police as part of the consultation process.

Councillors objected to the closure of the station on Rhiw Road and cited a number of areas for concern:

The police force’s estates review was not detailed enough, and while separate business case had been prepared, they had not been published, meaning the public could not question the method used to justify closure

An investment of £550,000 undertaken in 2005 at the police station would be lost

There would be a cost involved with the closure and relocation of the police station. What consideration has been given to investing those costs into reducing costs at the existing station?

The cost of moving the station elsewhere could be close to the £55,000 the force is trying to save by closing the building

The removal of the police station from its town centre location to police HQ would have a detrimental effect on public perception and the fear of crime

The loss of the current economic benefit to the local economy generated by officers based in the town

The Welsh Government has requested that all agencies consider their investment strategies for Colwyn Bay because of its position within the Strategic Regeneration Area. the council itself is looking to relocate jobs back into the town centre to improve the town’s economic stability

A greater emphasis on re-evaluating the lease of police buildings at St Asaph which expires in 2015, which could save £500,000

A possible alternative to closing Colwyn Bay police station would be to keep the Neighbourhood Policing Team in Colwyn Bay and consider relocating to either an alternative town centre location or Plas Eirias instead of police HQ.

South West Trains is now operating its new winter timetable which started on Sunday, 12th December. following feedback from passengers and stakeholders, the new winter timetable will benefit passengers travelling between Lymington Pier (and from the Isle of Wight via Lymington Pier) onwards to Southampton or London Waterloo.the key improvements are:

· the Brockenhurst to Lymington Pier branch timetable is revamped on Mondays to Saturdays so as to improve connections at Brockenhurst. Together with the addition of a later train on the Lymington branch (connecting with the trains from London Waterloo at 20.35), passengers will benefit from a much reduced overall journey time from main line stations. the typical off-peak journey time between London Waterloo and Lymington Pier will now be 17 minutes faster than in the previous timetable.

· Introduction of a new earlier Saturday morning service from stations west of Poole, allowing more time in London for day-trippers. the 0628 train Poole to Waterloo will start from Wareham at 0611. the 0653 train from Wareham will start at Poole.

· Changes to other operators’ services have also been taken into consideration and the following services have been re-timed to improve journey times by up to four minutes:- between Basingstoke and Southampton Central on the stopping services between Waterloo and Poole- between Portsmouth and Basingstoke on the services between Portsmouth and Waterloo via Eastleigh.

The new timetable is now available to print from South West Trains’ website southwesttrains.co.uk/timetables.aspx and for all passengers at stations.

South West Trains has simplified its timetable, making it easier for passengers to find relevant information for their journey. It is now possible to create an individual timetable online in only two minutes with a simplified, easy to use menu. South West Trains’ new improved journey planner allows for all travel information, train times, engineering work, station information and ticket purchase to be displayed on one page.

Large parts of the UK are being battered by winds of up to 100mph and heavy rain.

As commuters return to work and some children head back to school the Met Office has issued severe weather warnings across nearly every region.

Forecasters have told those living in Scotland, Wales and Northern Ireland to be prepared, while localised flooding and a marked drop in temperature is expected for parts of Wales and northwest England.

Scotland is braced for the harshest weather conditions, with the Met Office issuing warnings for both snow and wind. But it is unlikely any area will escape higher winds than normal.

Malin Head in the Republic of Ireland has already experienced gusts of 105mph.

Elsewhere people using the railways have also had a miserable start to the working week as they are forced to spend an average of 6% more for their journey following above-inflation New Year price increases.

Some rail travellers have seen the price of their tickets go up by more than 10% in comparison with fare prices last January.

The Campaign for Better Transport (CBT) has urged rail travellers to contact the Treasury by tweets, text messages or phone calls to show Chancellor George Osborne their anger.

The Government scrapped its original plan to raise regulated fares by the RPI inflation rate plus 3%, so that the January 2012 increase is limited to RPI plus 1%.

But the Government still plans to bring in RPI plus 3% rises in January 2013 and January 2014.

Last week the CBT released figures which showed that some British commuters are paying between three-and-a-half and nearly 10 times more for some season tickets than some of their European counterparts.

In West London drivers have been stuck in queues created by the continued closure of the Hammersmith Flyover and high winds forced the closure of the QEII bridge on the M25 between Essex and Kent.

It is expected to reopen at lunchtime.

Sky weather presenter Nazaneen Ghaffar said: “It will be very windy throughout this morning with gales and damaging gusts in many areas.

“Southern and western Scotland as well as the far north of Ireland will see the strongest gusts of around 75 to 85mph, but these areas could see higher.

“England, Wales and the Republic of Ireland will also see strong gusty winds or around 55 to 75mph as the rain moves away south eastwards with heavy downpours.

“there will be significant snow across Scotland today, a good four inches of snow is possible, mainly on higher ground.

“once the rain clears the south east of England there will be a mixture of sunshine and showers but still gusty winds for north Wales, north west England and the Midlands later this afternoon.”

Some airports have been affected by the high winds, with Glasgow Airport urging passengers to check with their airline for delays or cancellations.

Train services have also been disrupted with reports of trees on lines and delays on East Coast services travelling to Scotland.

Nazaneen said the unsettled weather is likely to remain in place for the rest of the week with more heavy rain on Wednesday.

The glossy magazines are unanimous – Dubai is THE playground of the rich and famous, writes Keith Harrison. TV jetsetter Piers Morgan concurs, even though he says that about everywhere he seems to go.

But there’s no doubting this ludicrously rich Arabian delight is like nowhere else on earth.

In a relatively short space of time it has even outdone the Americans, making everything bigger and better than anything Stateside and, at times, making Las Vegas look like Little Wenlock with fairy lights.

So what’s it like?

Well, for a start, it’s hot – very hot.

No matter what time of year you go. Autumn and spring are probably the best with temperatures hovering around 27C (81F) but summer can be unbearable for people of a traditional English nature at 41C (106F) in July and August.

Those of a ginger persuasion may be better off staying indoors, where the welcome wall of air conditioning greets you everywhere like a polar blast.

And staying indoors is a pretty good option given all that Dubai has to offer amidst its mountain range of skyscrapers, shopping malls and salubrious hotels.

You could happily shop ’til you drop, but be warned, the prices are roughly the same – if not a little dearer – as those you will find back home.

Still, there are plenty of malls to choose from and getting around is relatively cheap with taxis on hand at every turn (few people walk anywhere in Dubai – it’s too hot and very spread out). Just be careful to make sure your driver understands where you want to go; it’s not unusual for destinations to get lost in translation and you will end up paying the full fare.

One attraction not to be missed is iFly, an indoor skydiving school.

Here you will be plunged into a wind tunnel high above the ground and taught how to hover gracefully or flail around hopelessly – all while your cheeks are battered with air at up to 150mph.

The instructors make it look so easy. it isn’t at all – but it is great fun and a chance to try something which, if nothing else, will blow the cobwebs and jetlag away.

After that, there’s a host of restaurants to tackle across a predictably wide budget range.

For a top of the tree feast, we ate at the Khan Murjan, offering a wide mix of Arabic dishes with an authentic atmosphere and outdoor seating (air conditioned, of course).

One of the flagship hotels in the state is Atlantis, the Palm; set out on a man-made island with its iconic step-through design it epitomises the luxury and grandeur of the resort.

Without doubt, it’s one of Dubai’s most photographed buildings and has been the setting for various TV shows and films, including the X Factor, when Dannii Minogue used it as her ‘Judge’s House’ base in 2009.

However, not many people are aware that it is surrounded by the biggest (and most exciting) water park in the Middle East.

The huge 42-acre Aquaventure includes play areas for all ages – including the Leap of Faith, reputedly the fastest waterslide in the world.

At 27 metres high and 61-metres long, it takes its name from that terrifying moment you edge over the point of no return, unable to see what comes next, before hurtling down the slide, passing under a shark filled tank before splashing down into a clear blue lagoon.

Sounds scary – but fear not – you go so fast, you don’t have time to worry about the sharks. or even keep your eyes open . . .

The park itself is on a par with Disney’s finest (praise doesn’t get much higher than that) and is open to non-residents for around £80 for a family ticket.

A visit to the hotel is a must just for the drive out there and to see how the other half really live. the 30ft high glass sculpture in reception will take your breath away alone – and there are plenty of other distractions, as well as an immaculate private beach.

The Atlantis doesn’t dominate this amazing city’s skyline however.

That honour goes to the Burj Khalifa, which stands an incredible 829 metres tall (2,723 feet) and is currently the tallest structure in the world.

It officially opened in January 2010, although its luxurious apartments on the lower levels were snapped up long before.

The views are breathtaking and queues are generally short, thanks to an efficient booking system.

Family tickets can be bought for around £50 and are often available from your hotel – but can also be bought in advance from the base of the tower itself.

The Burj is surrounded by a 30-acre lake, which shoots water 150 metres (500ft) into the air in the world’s biggest fountain display.

The fountain is 275 metres long and features a set display to Arabic music every 20 minutes after 6pm. it features a staggering 6,600 light bulbs, 50 coloured projectors and cost an eye-watering £165 million to create.

The displays are free and always attract large crowds to the lake, but there is plenty of room and if you miss one show, it’s not too long to wait for the next.

The Dubai Mall next door is everything you would expect, featuring the top names in fashion and jewellery with price tags to match.

But it does also house an enormous public aquarium, a SEGA entertainment zone for children and even its own ice rink.

Unsurprisingly, there is an abundance of top class hotels throughout the city.

We stayed at the stunning Shangri-La Hotel, conveniently situated just a few minutes drive from all the major attractions.

In fact, it’s an attraction itself, offering stunning views across the entire flat region and the sea beyond.

The rooms are spacious and luxurious, finished to perfection and offering every modern convenience at the touch of a button – possibly the best hotel room I’ve ever stayed in.

Topping things off was the chic rooftop terrace and Amwaj restaurant downstairs which serves up a huge range of meals to suit all tastes, together with fine wines and a luxury setting.

It’s highly recommended even if you’re not a guest – especially as hotels are one of the few places you can legally buy alcohol in this Islamic state.

Be warned though, you may need deep pockets as even a modest bottle of wine will set you back more than £30.

Overall, that’s a small price to pay in the scheme of things for lapping up the atmosphere and one-in-a-lifetime experience of delicious Dubai.

The added attraction of a trip to Dubai are twice-daily direct flights from Birmingham with Emirates. Few airlines offer the comfort and facilities of Emirates, coupled with genuinely friendly staff.

Business Class comes with a premium price, but if you’re in the mood to treat yourself it is well worth it for the six-hour flight.

The hustle and bustle of Dubai’s main airport is eased by Emirates’ smooth organisation and clear information, taking much of the stress out of the beginning and end of your break.

I addressed the Senate recently on President Obama’s so called “recess” appointments when the Senate was not in fact in recess.  I described at length why this is an outrageous and unconstitutional power grab.

However, President Obama’s decision to bypass the constitutional advice and consent of the Senate is not an isolated incident.  it is merely the latest escalation in a pattern of contempt for the elected representatives of the American people and the constitutional separation of powers.  This has become more apparent since the last election when public opinion turned against the direction the country was heading.  When the President’s party had overwhelming control of both houses of Congress, he was able to pursue his agenda with only the slightest lip service to the objections of congressional Republicans and the millions of Americans whose views they represented. The President could govern more like a prime minister in a European parliament, where the leader of the party in power dictates the policy to be rubber stamped by the legislature.  That’s no longer the case.

In 2010, there was a tremendous voter backlash against both the style and substance of the President’s agenda.  a groundswell of Americans became convinced that their government was out of touch and they demanded to be heard.  The President’s party in the Senate is now well below the supermajority necessary to pass legislation without consulting the minority party.  Moreover, there is now a new majority in the House of Representatives trying to chart a new course based on the concerns so many voters expressed in the last election.

Rather than accept the message of the 2010 election, and faced with a Congress that is no longer a rubber stamp, the President has decided that he doesn’t need Congress at all.  In fact, he’s said as much.  In October, upset that Congress would not pass his latest stimulus bill exactly as he proposed, President Obama launched a media campaign around the tag line, “We Can’t Wait for Congress.”  Under this banner, he has announced “executive actions” for everything from mortgage and student loan relief, summer jobs for youth, and new fuel economy standards.

A president being frustrated with Congress is nothing new.  What’s more remarkable is the notion that the President will act independently of Congress.  “Where they won’t act, I will,” he said.

Article I, Section 1 of the Constitution of the United States says, “All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and a House of Representatives.”  Having had their rights violated by a King, our Founding Fathers intentionally put the power to make laws in the branch of government that is most directly accountable to the citizens.  Under our Constitution, the President’s role is not to make policy unilaterally, but to, “take Care that the Laws be faithfully executed.”

Some might say that the whole “We Can’t Wait” campaign is just harmless political rhetoric.  it would be bad enough if the President were just kidding when he implies that he is usurping legislative powers – the legislative powers vested in the duly elected representatives of the citizens of the fifty states.  however, after this latest power grab, there can be no doubt that he is completely serious.

This disregard for the constitutional role of Congress didn’t start with President Obama’s “We Can’t Wait for Congress Campaign” either.  an early indicator of actions to come was his controversial appointment of several new so called “Czars”.  The President is well within his rights to choose advisors, which is what these positions in the past were supposed to be.  however, it became clear that many of President Obama’s new high level Czars, like the climate czar for instance, were involved in crafting regulations and other roles normally reserved for Senate-confirmed officials.

Another example of President Obama disregarding Congress is his administration’s unilateral pursuit of climate change regulations.  The House and Senate have considered various proposals to regulate greenhouse gas emissions, but these have proved controversial.  When the climate legislation backed by President Obama could not achieve sufficient support to pass Congress, the administration announced that it would go ahead anyway.  while a Supreme Court ruling opened the door to that possibility, the fact that Congress specifically did not authorize such regulations should have given the administration pause.

In a similar move, when the DREAM Act as currently written was unable to secure sufficient support in Congress to pass, an Immigration and Customs Enforcement memorandum appeared calling for immigration laws to be enforced so as to bring about the same ends as the proposed legislation.  Congress also rejected the “card check” bill supported by President Obama to eliminate secret ballot elections for union members.  Sure enough, the National Labor Relations Board proposed a rule providing for snap elections, which would achieve the same goal of giving union bosses an upper hand in union elections.

The President’s “Race to the Top” education program is another significant overreach.  Congress bears responsibility for writing a $5 billion check to the Secretary of Education in the first stimulus bill with minimal guidelines attached.  however, the administration blew past even those broad guidelines to implement an unprecedented federal intervention into state education policy.  The resulting program offered the possibility of big grants to cash strapped states, provided they first changed state laws to implement specific policies favored by the Secretary of Education.  Most states, like Iowa, implemented the Secretary’s preferred policies and applied for the funds, yet never saw a dime in return.  In a similar move, the President announced that he would grant waivers to states for relief from the requirements of the No Child Left behind Act.  The catch is that states will have to adopt key components of his education reform agenda in order to get a waiver.  This is despite the fact that Congress is currently considering legislation to update federal education policy and may not adopt all aspects of the President’s proposal.  Moreover, current law allows for waiving existing requirements on a case-by-case basis, but does not authorize the administration to add new requirements in return.

So far, I’ve mostly focused on areas where the President has acted without authority from Congress.  on the other hand, when Congress has passed legislation the President doesn’t entirely agree with, he has announced, while signing them into law, that he won’t implement the parts he doesn’t like.  During the 2008 campaign, candidate Obama said that he was “not going to use signing statements as a way of doing an end run around Congress.”  however, he has done just that on numerous occasions.  Moreover, he has made clear his intention to not enforce certain laws that are already on the books, such as federal anti-drug laws.  The President’s Attorney General also decided not to defend a legal challenge to the Defense of Marriage Act.  again, the Constitution makes clear that it is the President’s responsibility to “take Care that the Laws be faithfully executed” whether the current occupant of the White House agrees with those laws or not.

I can think of plenty more examples of executive overreach.  it would be much harder to think of examples where Congress has successfully fought off an executive power grab.  In fact, the more President Obama has gotten away with these little power grabs, the bolder he has become.  Congress has not been effective in fighting this executive encroachment because Congress is not of one mind.  Members of the President’s party are understandably reluctant to oppose him publicly.  however, with this latest escalation, the time has come for Congress, on a bipartisan basis, to say “Enough is enough.”  I would ask my colleagues on the other side of the aisle to think hard about the precedent being set for the next Republican president.  once the genie is out of the bottle, you are not likely to be able to get it back in.

For those who are tempted to sympathize with the President when he justifies bypassing Congress because of “obstructionism”, I would return to the fact that our system of checks and balances between the different branches of government did not come about by accident.  The philosophy underpinning the American Revolution, as expressed in the Declaration of Independence, is based on “unalienable Rights” and the principle “That to secure these Rights, Governments are instituted among Men, deriving their just powers from the consent of the governed.”  as a result, our government was intentionally structured to provide maximum protection to individual rights.  In our Constitution, that principle takes precedent over getting things done.  In my previous remarks, I quoted the Father of the Constitution, James Madison, in Federalist 51, “separate and distinct exercise of the different powers of government” is “essential to the preservation of liberty.”  Madison was concerned about a temporary majority faction assuming full control of the government and acting tyrannically toward those Americans in the minority.

President Obama isn’t the first to become frustrated with the checks and balances built into our constitutional system.  In fact, at the dawn of the 20th century, an entire philosophical movement developed around the idea that our Constitution had become outmoded –  that its focus on individual rights was no longer applicable to the modern age.  I mentioned in my previous remarks about the President’s unconstitutional appointments that Theodore Roosevelt started to change the way Presidents viewed power.  It’s worth noting that President Obama recently gave a speech in Osawatomie, Kansas, the site of Teddy Roosevelt’s famous “New Nationalism” speech.  That speech marked the beginning of Roosevelt’s break with the incumbent Republican president, William Howard Taft.  Roosevelt then went on to challenge Taft in the 1912 election on the Progressive Party ticket.

In that speech, which President Obama commemorated, Roosevelt described his New Nationalism as “…impatient of the impotence which springs from overdivision of governmental powers.”  He went on to say that, “This New Nationalism regards the executive power as the steward of the public welfare.”  an even more explicit description of the progressive view of the Constitution was written by the ultimate winner of the 1912 presidential election, Woodrow Wilson.  In his Constitutional Government, Wilson wrote, “The makers of the Constitution constructed the federal government upon a theory of checks and balances which was meant to limit the operation of each part and allow to no single part of organ of it a dominating force; but no government can be successfully conducted upon so mechanical a theory.  Leadership and control must be lodged somewhere…”  He then goes on to describe at length why he feels the President is where this “leadership and control” should ultimately be lodged.

This philosophy advocates a concentration of power in order to more effectively act on behalf of the People, at the expense of representing the diverse views of individual Americans.  it is contrary to the founding principles of our nation and foreign to the realities of American civic life.  we are a large nation with tremendous variety in both geography and people.  No one man can claim to speak on behalf of all Americans, which is why we have a Congress in the first place.  The voices of all Americans deserve to be heard through their elected representatives and the rights of each American must be respected.  as the state motto of Iowa goes, “Our liberties we prize, and our rights we will maintain.”  we must not let short term partisan interests trump those enduring constitutional principles.  The Senate, and the whole Congress, has a solemn duty to defend its constitutional role.
